Try it: it's just not possible to hiss without closing your teeth. You can make a sort of hchaaaaaah noise though. I know: I sat there trying to hiss at my computer with my mouth open...

No, you can't hiss like a snake that way, but what about a cat? "Hiss" can be interpreted in different ways.e
