Spectrum awards

I'm interested in the ways the Artist Hugos could be improved (I had some thoughts here and here, although I never did write up my proposal to do a Campbell-style New Artist award, but I still like the idea), so I guess now I'm interested in what other art awards are doing? The Spectrum awards are juried and they publish an annual art book that highlights the winners. Here's this year's nominees. Looks like they're work awards, like most of the Chesleys, rather than person awards, which continues to feel so much simpler than this "who is a fan artist" business...
