So apparently there was a debate earlier this month over whether this work was a short story or not, with the Nebula Award Commissioner eventually ruling that it was a short story and could be nominated in the short story category. It didn't make the final ballot but it's certainly an interesting piece!

Wait, what was the argument against it being a short story? Or was it a venue thing?

I don't really know; Yoon Ha Lee mentions in his Nebula nominations here that it was removed and then reinstated and the assumption in a tweet going around about it is that it had to do with it being (nominally) a game.
